Busconnects – Templeogue/Rathfarnham to City Centre Core Bus Corridor Scheme


The National Transport Authority’s (NTA) Dublin Busconnects Programme comprises 12 Core
Bus Corridor Schemes. The Busconnects Core Bus Corridor Scheme is a large strategic
transport infrastructure project which proposes wide ranging changes to the roads of Dublin
city. 

The Templeogue/Rathfarnham to City Centre Core Bus Corridor Scheme forms one of these
12 corridors and is proposed to travel through Rathgar, from Terenure Cross along Terenure
Road East, through Rathgar Village and along Rathgar Road on onwards, via Rathmines, into
the city centre. 

The Statutory Planning Application for the Templeogue / Rathfarnham to City Centre Core
Bus Corridor Scheme was submitted to An Bord Pleanála by the NTA and the Rathgar
Residents Association made a submission on the planning application. 

While the RRA are very much in favour of improved public transport in Dublin City, there
were several issues in the plans which were not consistent with the RRA’s values including
the removal of trees, hedges, and historic fabric in the Rathgar area, most notably on
Terenure Road East. 

A decision on the application was reached by the Board on the 16th December 2024. The
decision made by An Bord Pleanála was to APPROVE the proposed road development based
on the reasons and considerations under and subject to the conditions set out by the
board. 

Anyone who made a submission to ABP on this planning application should have received a
copy of the Board Order along with a Judicial Review Notice which states that ‘a person
wishing to challenge the validity of a Board decision may do so by way of judicial review
only.’ A Judicial Review must be initiated within the time prescribed as per the Judicial
Review Notice.

The RRA are disappointed that the removal of mature trees, hedges and heritage features
have been given approval. We are also concerned about the implications of the numerous
road layout changes and the consequence of increased traffic flow on side streets in the
area as a result.
